Although some doctors at other practices may issue these, our current policy is not to issue them for the following reasons:
The DVLA’s guidance highlights ‘the overwhelming evidence to show that seat belts prevent death and serious injury in road traffic accidents’.

There are no conditions (including pregnancy) which justify automatic exemption.
Devices designed to overcome difficulties with wearing seat belts in people with disabilities, stoma users and those with chest problems are now widely available. Further information is available via the above link.
